BOARD APPROVES DOWNTOWN QUIET ZONE
RECOMMENDATION (Marina)
The Board approved the conversion of G Street to one-way eastbound from
Pacific Highway to Front Street as part of the design for the Downtown San
Diego Quiet Zone. Train horns, especially during the nighttime hours, can
have a significant negative impact on the quality of life Downtown. The
Federal Government, through the Federal Railroad Administration (FRA)
introduced legislation in June to set out the regulatory procedures and
technical requirements necessary for the implementation of a Quiet Zone.
This process requires public-safety enhancements to the railway crossings,
such as additional vehicle and pedestrian gates, center medians, closure of
streets, or conversion of two-way to one-way streets. The Downtown San Diego
Quiet Zone consists of 13 crossings, from Park Boulevard to Laurel Street.
It is important to note that the new rules would limit, but not completely
prohibit, the sounding of train horns. (Vote: 5-0).
